Delegating responsibility however and getting your staff to actually take control of their work is no easy task. For a start it cannot be done simply by ordering. As a matter of fact ordering someone to be responsible or to show initiative is counterproductive. By ordering them you are actually taking away any sense of responsibility they may have and you draw attention to the fact that everything flows from you.
